A quick note on the process. I used the Silhouette to cut 4 identical white rectangles with circles inside. I layered them and tied the twine on either side. Foam adhesive beneath the pennants makes them stand out from the cloud background.

The circle with clouds reminds me of the earth - perfect backdrop for a card supporting our troops from many countries! Beautifully done - thanks for the hints too.
